How UK Council Tax Bands Are Determined

In England and Scotland, Council Tax bands are based on what the property would have sold for on 1 April 1991. Band D acts as the statutory baseline, with other bands paying fixed mathematical ratios: Band A pays 6/9th, Band B 7/9th, Band C 8/9th, Band D 9/9th, Band E 11/9th, Band F 13/9th, Band G 15/9th, and Band H 18/9th.

Local councils set their Band D charge annually, and all other band charges are calculated automatically from these statutory ratios.

Discounts, Exemptions, and 12-Month Payment Rights

If you are the only adult living in a property, you are entitled by law to a 25% Single Person Discount. Full-time students and certain apprentices are disregarded, meaning all-student properties receive a 100% full exemption.

While councils traditionally issue bills over 10 installments (April to January), UK legislation grants all residents the right to request payment spread over 12 monthly installments, smoothing out household cash flow.
